Adopting the National Security Strategy and Defence Strategy, the MPs will define threats and risks Serbia`s national interests should be defended from as well as what security threats, defence interests and standpoints towards the Serbian Army missions, structures, functioning and defence system development are.

EU MISSIONS PARTICIPATION TO CHANGE SERBIAN POLICE`S IMAGE

Serbian Gendarmerie and Special Anti-Terrorist Unit members could soon take a participation in EU police missions all over the world. According to Deputy Prime Minister and Minister of Interior Ivica Dacic, Serbian police is interested in assisting the EU missions when needed, for it already participates in police peace missions in Liberia and Haiti.

NO DISCUSSIONS ON EUROATLANTIC INTEGRATIONS

Hoisting of Croatian and Albanian flags in front of NATO headquarters in Brussels has made many experts and journalists wonder what will Serbia, a country soon to be surrounded by the Alliance`s members, win or loose by avoiding NATO association. Minister of Defence Dragan Sutanovac has recently complained that Serbia of all countries in South Eastern Europe has the worst relations with the North Atlantic Alliance. But despite the Ministers` note that NATO`s victims cannot be condoned although cooperation with the Alliance is required, political elite in Serbia still fears of starting the argumentative debate on imperfections and benefits of Euro-Atlantic integrations.

NATO LACKS UNITY ON STRATEGIC PRIORITIES

On the eve of the 60th anniversary, it seems that NATO lacks solidarity and common vision on strategic priorities in future, alike the relations with Russia and the eventual enlargement of the Alliance, as experts estimate. Shortly before the NATO Summit, which is about to be held on April 3-4 in Strasbourg and Kehl, the Hague Centre for Strategic Studies has announced the study Finding a path away from NATO`s de-solidarisation, the purpose of which is to make a draft of a new military alliance`s strategic concept, since the current one dates from 1999. According to this study, NATO faces with "strategic necessity" in order to reconcile its traditional role (providing of its members` security) and new challenges, like economic crisis, Arctic`s recourse race, as well a resurgent Russia and China.

CRIMINALS STILL COOPERATE BETTER THAN POLICEMEN

Drugs smuggling and human trafficking along the "Balkan route" have been operational regardless nationality of criminal groups even when international wars had been ravaging this region. Even today, Western Balkans cannot get rid of the image of the region where organised crime has established cross-border cooperation better than the one police and states` administrations of justice have. However, at the sixth Annual Ministerial Conference on Cooperation in the Sphere of Border Security in South-East Europe held in Belgrade the region police ministers have pointed out their readiness to work together on curbing organised and cross-border crime that is one of the conditions for this region`s European integrations.

MILITARY COOPERATION WITH NATO DEPENDS ON BELGRADE

Contradictory statements of ministers, the Chief-of-Staff of Serbia Army HQ and Minister of Defence media affray, as well as sudden change of the future military force strength assessment made the Balkans analysts wonder what the real strategic goals of the Serbian security sector reform were. Although in November 2006 Serbia joined the NATO programme Partnership for Peace it still does not have its mission in NATO, representatives in the coordination body and in fact, it does not act as a full member of this security programme. On the other hand, the Czech Republic that has succeeded Italy in Serbia representing NATO, offers its help in security sector reforming as well as numerous contacts in the Alliance in order to acquiring better mutual cooperation regardless declared military neutrality of Serbia.

MILITARY NEUTRALITY CAUSES DISPUTE BETWEEN GENERAL AND MINISTER

Commander-in-Chief has refused, second time in Serbian modern history, to attend the reception which was put up by the Army (only Josip Broz Tito did this once, due to his illness), the Prime Minister was busy as well, and the Chief of SAF GS has "advised" his colleagues not to spend time with those who do not understand them. First general`s recently published interview was enough to turn the armament`s system upside down.

BIG BROTHER UNDER CIVIL CONTROL

Serbian Parliament has adopted the Law on Personal Data Protection, which means that Serbia could be considered as a country which has managed to reform information domain only if national government accepts Classification of Secrets Law. According to Rodoljub Sabic, Serbia`s Commissioner for information of public importance, EU documents or reports on situation in Serbia say there is no personal data protection in Serbia - it exists only in theory, not in effect, and it`s hard to say that these notes are too rigorous.

MILITARY NEUTRALITY EMPTIES CITIZENS` POCKETS

Serbia has suddenly decided to opt for military neutrality, at least for some time, which practically means that there are no intentions to access the NATO. The consequence of that decision will affect on citizens, considering the fact that the army without allies requires more expenses.

The Republic Telecommunication Agency`s (RATEL) list of rules, which regulate new technical conditions for all Internet operators in Serbia, has caused powerful antagonism between laics and experts, because, as it is pointed, it allows government to supervise electronic communication between citizens without restrains. Reading e-mails is now added to for eternity hateful bugging by secret services.
